Potato Soup - cooking recipe

Ingredients
    4 to 6 large potatoes
    1/2 c. chopped celery
    1 chopped onion
    1 small carrot, chopped fine
    salt to taste
    water
    1 stick butter
    1 small can evaporated milk
    milk
    parsley
Preparation
    Peel and dice potatoes.
    Combine with next 3 ingredients.
    Put potato mixture in a heavy saucepan.
    Add salt to taste and cover with just enough water to cook the potatoes and other ingredients until tender.
    Pour off excess water.
