Mexican Spiced Hot Cocoa - cooking recipe

1 Tbsp. unsweetened cocoa powder
2 tsp. dark brown sugar
1/4 tsp. cinnamon
1/8 tsp. nutmeg
1 Tbsp. boiling water
1 c. 1% milk
1/2 tsp. vanilla extract
1/8 tsp. almond extract
