Caldillo "Mexican Stew" - cooking recipe

Ingredients
    1 lb. lean beef round steak
    1/2 c. water
    1 garlic clove, chopped
    1/2 tsp. cominos
    1/2 c. chopped onion
    1/2 tsp. oregano
    2 c. diced potatoes
    1/4 c. green chiles
    1 tsp. salt
    1/2 c. water
    1 1/2 Tbsp. flour
