French-Style Potato Salad - cooking recipe

Ingredients
    12 to 14 small unpeeled potatoes
    3 Tbsp. white wine (dry)
    1/4 c. olive oil
    2 Tbsp. wine vinegar
    2 Tbsp. mustard
    1/4 tsp. salt
    1/4 tsp. dried whole tarragon
    1/4 tsp. pepper
    1/4 c. sliced green onions
    1/4 c. minced fresh parsley
Preparation
    Wash potatoes, slice, cook in boiling water to cover 12 to 15 minutes.
    Drain; cool slightly.
    Add wine, toss gently and let stand 10 minutes.
    Combine olive oil and next 5 ingredients; stir well.
    Pour over potatoes and toss gently.
    Add onions and parsley.
    Toss gently.
    Serve while still warm.
