Incredulada Enchiladas - cooking recipe

Ingredients
    2 Tbsp. cooking oil
    2 Tbsp. diced green pepper
    1 pkg. taco seasoning mix
    2 c. taco sauce or salsa
    1/4 c. flour
    1 c. milk
    1 1/2 c. shredded Cheddar cheese
    2 Tbsp. chopped onion
    1 lb. ground beef
    1 c. water
    1/2 c. butter
    1 tsp. salt
    12 (6-inch) tortillas
    1 c. sour cream (optional)
Preparation
    In skillet, heat oil and saute green pepper and onion for 3 to 5 minutes.
    Add beef and brown lightly.
    Pour off excess fat; discard.
    Stir in taco mix, water and 1/2 cup of taco sauce.
    Heat to boiling, reduce heat and simmer, uncovered, 10 minutes, stirring occasionally.
