Chinese Casserole - cooking recipe

Ingredients
    1 1/2 lb. ground beef
    1 large onion, chopped
    2 c. diced celery
    1 can chow mein noodles
    1 can cream of mushroom soup
    1 can water
    1/2 c. raw rice
    4 Tbsp. soy sauce
    1/8 tsp. pepper (no salt)
Preparation
    Note:
    You may substitute 1 can chow mein vegetables for 1 can of the soup.
