Hearty Potato Soup - cooking recipe

Ingredients
    6 medium potatoes, peeled and cubed
    3 celery stalks
    1 medium onion
    2 carrots
    6 Tbsp. all-purpose flour
    1/2 tsp. pepper
    2 qt. water
    6 Tbsp. butter
    1 tsp. salt
    1 1/2 c. milk
Preparation
    Cook potatoes, carrots, celery and water for 20 minutes. Drain and save water.
    Saute butter and onions until soft.
    Stir in flour, salt and pepper.
    Add milk, potatoes, carrots and celery.
    Add water (saved) one cup at a time until desired thickness.
