Better Than Almost Anything Cake - cooking recipe

Ingredients
    1 pkg german chocolate cake mix
    Water, oil and eggs as called for on cake mix pkg directions
    1 can- 14 oz. sweetened condensed milk
    1 jar--17 oz. caramel, butterscotch or fudge topping
    1 container 8 oz frozen whipped topping, thawed
    1 pkg- 8 oz toffee chips or bits
Preparation
    Preheat oven to 350\u00b0. Bake cake as directed on pkg for 9 x 13 pan. Cool 15 minutes.
