German Potato Salad(Low-Fat) - cooking recipe

Ingredients
    4 medium size potatoes (about 1 1/2 lb.)
    1/2 tsp. salt
    4 medium slices bacon
    3/4 c. chopped onion
    3/4 c. chopped celery
    3/4 c. water
    1/4 c. cider vinegar
    1 Tbsp. flour
    1 1/2 Tbsp. sugar
    1/2 tsp. salt
    1/4 tsp. pepper
    1 Tbsp. minced parsley
Preparation
    Pare and cook potatoes in boiling salted water to cover until tender, about 25 minutes.
