Low-Fat Enchiladas(No Meat, Bean Filled) - cooking recipe

Ingredients
    1 Tbsp. oil
    1 Tbsp. chili powder
    1 1/2 Tbsp. flour
    1 1/2 c. water
    1 tsp. vinegar
    1/2 tsp. garlic powder
    1/2 tsp. onion powder
    1/2 tsp. salt
    1/4 tsp. oregano leaves
    1/2 c. low-fat cottage cheese
    3/4 c. no fat refried beans
    1 c. grated low-fat cheese
    1 medium onion, finely chopped
    8 corn tortillas
    1 c. mock sour cream
    4 Tbsp. chopped green onions
Preparation
    To make sauce, heat oil, chili powder and flour in a small saucepan to make a paste.
    Add water gradually; stir in vinegar, garlic powder, onion powder, salt and oregano.
    Bring to a boil, then lower heat and simmer 3 minutes.
