Hip-Padder Bars - cooking recipe

Ingredients
    1 (14 oz.) can sweetened condensed milk
    2 Tbsp. plus 1/2 c. butter, divided
    1 (6 oz.) pkg. chocolate chips
    1 c. brown sugar
    1 egg, beaten
    1 1/4 c. flour
    1 tsp. vanilla
    1/2 c. quick-cooking or regular oats
    1/2 to 1 c. chopped nuts (optional)
Preparation
    Combine milk, 2 tablespoons butter and chocolate chips in top of double boiler.
    Cook, stirring until melted and smooth.
    Set aside to cool.
