Black Beans Cuban Style - cooking recipe

Ingredients
    2 qt. plus 3 c. water, divided
    1 lb. dry black beans, rinsed and sorted
    2 1/2 tsp. salt, divided
    3/4 Tbsp. olive oil, divided
    2 medium onions, peeled, ends removed and chopped
    1 medium green pepper, washed, seeded, cored and chopped
    4 garlic cloves, peeled, ends removed and crushed
    1 1/2 tsp. cumin
    1 1/2 tsp. oregano
    1 1/2 c. uncooked rice
    1 tsp. butter or margarine
    1/4 c. vinegar
    1 c. onions, peeled, ends removed and chopped
Preparation
    In a large pot, place 1 quart of water and beans.
    Bring to a boil; boil for 2 minutes.
    Remove from heat and set aside for 1 hour.
    Discard water.
    In a large pot, place beans, 1 quart water and 2 teaspoons salt or to taste.
    Cook beans until tender, about 30 minutes.
