Cabbage Casserole - cooking recipe

Ingredients
    1 medium head cabbage
    1 1/2 lb. ground meat
    1 large onion
    2 stalks of celery
    1/2 c. bell pepper
    1 tsp. salt
    1 tsp. garlic powder
    Pepper to taste
    1 c. Ro-tel Tomatoes, undrained
    1 small box Velveeta Cheese
Preparation
    Heat oven to 423 degrees.
    Wash cabbage, chop into small pieces.
    Cook 10 minutes in 1 cup of water.
    Stir often.
    Will be slightly cooked - set aside.
