Texas Goulash - cooking recipe

Ingredients
    2 lb. ground beef
    1 medium size diced onion
    2 bay leaves
    3 tsp. chili powder
    1 small bell pepper, diced
    2 large cans cut up tomatoes
    1 large can kidney beans
    3/4 c. water
    2 boxes Jiffy cornbread mix
Preparation
    Brown ground beef and drain.
    Saute onions and green peppers. Mix all ingredients in a saucepan with meat; simmer 15 minutes. Pour in 9 x 13-inch pan or casserole dish.
    Mix Jiffy following instructions on box.
    Spread over meat mixture as a topping.
    Bake at 350\u00b0 until corn bread is golden brown.
