Stuffed Green Peppers - cooking recipe

Ingredients
    2 medium green peppers
    1/2 lb. ground beef
    1 Tbsp. oil
    2 Tbsp. onion powder
    1 Tbsp. flour
    1/4 tsp. garlic powder
    1/4 tsp. salt
    1/2 c. milk
    3/4 c. original Minute rice
    1/2 c. chopped tomato
    1/4 c. shredded Cheddar cheese, divided
    1/2 c. tomato sauce
Preparation
    Heat oven to 350\u00b0.
    Cut peppers in half lengthwise.
    Remove stem ends and seeds.
    Bring 4 cups water to boil in medium saucepan.
    Add peppers and simmer for 5 minutes.
    Drain.
    Place in 9-inch square baking dish and set aside.
