Plaza Iii Steak Soup - cooking recipe

Ingredients
    1 lb. chopped round steak
    1/2 lb. butter
    1 c. flour
    1/2 gal. water
    1 medium onion, diced
    1 stalk celery, diced
    1 large pkg. frozen mixed veggies
    1 large can whole tomatoes
    4 Tbsp. beef base
    1 large carrot, diced
    fresh ground pepper
Preparation
    Melt butter.
    Stir in flour and gradually add 2 cups water (roux).
    Stir until smooth.
    Add all other ingredients, except steak.
