Tortellini In Herb-Garlic Dressing - cooking recipe

Ingredients
    8 oz. pkg. frozen tortellini
    1/4 c. red wine vinegar
    1/4 c. olive oil
    1 clove garlic, mashed
    1 Tbsp. Dijon mustard
    salt and white pepper to taste
    8 leaves fresh basil, chopped finely
    2 Tbsp. chopped parsley
    4 scallions, finely chopped
    1/2 c. finely grated Parmesan cheese
Preparation
    Cook tortellini in boiling salted water until tender but still firm.
    Drain and rinse with cold water.
    Place in bowl.
