Cocoa Chiffon Cake - cooking recipe

1 3/4 c. sugar
1 1/2 c. unsifted cake flour
2/3 c. cocoa
2 tsp. baking powder
1 tsp. salt
1/2 tsp. baking soda
1/2 c. vegetable oil
7 egg yolks
3/4 c. cold water
2 tsp. vanilla
7 egg whites, room temperature
1/2 tsp. cream of tartar
1/4 c. sugar
Preparation

Combine sugar, flour, cocoa, baking powder, salt and baking soda in a large bowl.
Make a \"well\" in mixture; add oil, egg yolks, water and vanilla (in order).
Beat until smooth.
