Blue Fish Cakes - cooking recipe

Ingredients
    2 lb. blue fish fillets
    2 lb. potatoes
    2 eggs
    1/2 c. fine chopped onion
    1/2 c. chopped green pepper
    1/2 c. chopped celery
    1 Tbsp. each: prepared mustard, horseradish
    1 Tbsp. Worcestershire sauce
    1 Tbsp. Old Bay
    2 Tbsp. mayonnaise
    1/4 tsp. black pepper
    1 c. vinegar
    6 c. water
    1/4 c. Old Bay
Preparation
    Cook fish in 1 cup vinegar, 6 cups water and 1/4 cup Old Bay. Drain.
