Scalloped Potatoes - cooking recipe

Ingredients
    4 potatoes, peeled (about 8 oz. each)
    1 medium onion, finely chopped
    1 Tbsp. margarine
    1 small green pepper, thinly sliced
    2 Tbsp. flour
    1 c. milk
    1/2 tsp. salt
    1/8 tsp. pepper
    6 oz. Cheddar cheese, shredded (1 1/2 c.)
Preparation
    Microwave Directions:
    In a shallow 1 1/2-quart casserole, cook potatoes in 2 tablespoons of water, covered, on High for 11 to 13 minutes until tender.
    Turn potatoes halfway through cooking.
