Finnish Summer Soup - cooking recipe

Ingredients
    2 c. water
    4 to 6 potatoes, peeled and halved
    6 small boiling onions or 6 green onions, cut in 3-inch pieces
    12 very small carrots
    1/2 lb. fresh green beans
    2 tsp. garlic powder
    1 to 2 tsp. basil (optional)
    2 Tbsp. margarine
    2 c. fresh peas or 10 oz. frozen
    2 c. skimmed evaporated milk
    3 Tbsp. all-purpose flour
    salt to taste (optional)
Preparation
    Heat water to boiling in 5-quart pan.
    Add potatoes.
    Reduce heat.
    Cover and simmer for 5 to 8 minutes.
    Add onions, carrots, green beans and garlic powder.
    Add basil, if desired.
    Add margarine; simmer for 8 to 10 minutes more.
    Add peas and cook for 2 to 4 minutes or until they are crisp-tender.
