Spanish Rice - cooking recipe

Ingredients
    3 Tbsp. vegetable oil
    2 c. uncooked rice
    2 large chopped green peppers
    2 celery stalks, chopped
    2 tsp. cumin seed
    2 medium onions, chopped
    1 1/2 tsp. salt
    1/2 tsp. pepper
    1/4 tsp. garlic powder
    6 c. water
    1 (8 oz.) tomato sauce
Preparation
    Heat oil in a heavy pan.
    Add rice and next 7 ingredients. Cook; stir often, until rice is brown.
    Stir in water and tomato sauce.
    Bring to a boil.
    Reduce heat to medium.
    Cover and cook 25 minutes or until rice is tender.
