Pepper Steak - cooking recipe

Ingredients
    1 1/2 lb. ground steak
    2 Tbsp. oil
    salt, pepper and garlic to taste
    1 Tbsp. sugar
    2 Tbsp. vinegar
    5 Tbsp. soy sauce
    1 c. water
    2 green peppers, cut in strips
    3 Tbsp. cold water
    1 1/2 to 2 Tbsp. cornstarch
Preparation
    Cut steak in thin strips; brown in oil.
    Add salt, pepper, garlic, vinegar, sugar, soy sauce and cup of water.
    Cover and cook over low heat for 1 hour.
    Add green peppers and cook 10 minutes.
    Blend together cornstarch and 3 tablespoons of water; stir in meat mixture.
    Serve over rice or with mashed potatoes.
