Upside-Down Pizza - cooking recipe

Ingredients
    1 lb. bulk pork sausage or ground beef
    1 medium onion, chopped
    1/4 c. chopped green pepper or mushroom (optional)
    2 Tbsp. flour
    8 oz. sliced cheese
    2 eggs
    1 c. milk
    1 Tbsp. oil
    1 c. flour
    1 (15 oz.) can tomato sauce
    1/2 tsp. basil
    1/2 tsp. oregano
    1/2 tsp. salt
    1/4 c. grated Parmesan
Preparation
    Heat oven to 425\u00b0.
    Cook and stir meat and onions in skillet until meat is brown and onions are tender.
    Drain.
    Stir in tomato sauce, green pepper, 2 tablespoons flour, the basil and oregano. Heat to boiling.
    Boil and stir 1 minute.
    Pour into ungreased 13 x 9-inch baking pan.
    Arrange cheese on top.
    Beat eggs, milk, oil, 1 cup flour and salt until smooth.
    Pour over cheese.
    Bake until puffy and golden brown, 25 to 30 minutes.
    Serve hot.
