Pepper Steak - cooking recipe

Ingredients
    1 lb. round steak
    1/4 c. soy sauce
    1/4 tsp. garlic powder
    1/4 c. salad oil
    1 c. onion, sliced thin
    1 c. red or green pepper, cut in strips
    2 celery stalks, sliced thin
    1 tomato, cut in pieces
Preparation
    Cut meat in 1/8-inch strips.
    Mix next 3 ingredients together. Roll meat in flour to coat.
    Brown in oil mixture.
    Add 1 cup or more of water.
    Simmer until tender.
    Add vegetables until meat is tender.
    Serve over rice.
