Chili - cooking recipe

Ingredients
    2 Tbsp. oil
    1 c. chopped onion
    1 clove chopped garlic
    1/2 c. diced green pepper
    2 lb. ground beef
    4 c. tomatoes (2 regular cans)
    4 c. kidney beans (light)
    1 c. hot water
    3 Tbsp. chili powder
    1 Tbsp. wine vinegar
    1 Tbsp. brown sugar
    1 tsp. salt
Preparation
    Brown ground beef.
    Saute oil, onion, garlic and green pepper. Add to beef.
    Add remaining ingredients and simmer at least 1 hour.
