Beef And Potato Bake - cooking recipe

Ingredients
    4 c. frozen hash brown potatoes, thawed
    3 Tbsp. vegetable oil
    1/8 tsp. black pepper
    1 lb. ground beef
    1 pkg. (3/4 oz.) dry brown gravy mix
    1 c. water
    1/2 tsp. garlic powder
    1 pkg. (10 oz.) frozen mixed vegetables
    1 c. (4 oz.) shredded Cheddar cheese
    1 can (2.8 oz.) French fried onion rings
Preparation
    In shallow 1 1/2-quart baking dish combine potatoes, oil and black pepper.
    Firmly press mixture across bottom and up sides of dish to form a shell.
    Bake uncovered at 400\u00b0 for 15 minutes.
    In the meantime brown ground beef in large skillet; drain.
    Stir in gravy mix, water and garlic powder and bring to a boil.
    Stir in frozen mixed vegetables.
    Reduce heat and cook for 5 minutes.
    Stir in 1/2 cup Cheddar cheese and 1/2 can French fried onion rings. Pour this mixture into potato shell.
    Bake, uncovered, at 350\u00b0 for 15 minutes.
    Sprinkle with remaining cheese and onions and bake 5 minutes longer.
    Serve with extra gravy if desired.
