Rainbow Pasta Salad - cooking recipe

Ingredients
    1 pkg. tri-color pasta
    2 medium carrots, shredded
    1 large red or purple onion, diced
    1/2 tsp. celery seeds
    1 (14 oz.) can sweetened condensed milk
    1 c. vinegar
    1 c. mayo
    3/4 c. sugar
    1 tsp. salt
    1/2 tsp. pepper
Preparation
    Refrigerate overnight; at least 8 hours.
