Spanish Rice - cooking recipe

Ingredients
    3 Tbsp. vegetable oil
    2 c. rice, uncooked
    2 large green peppers, chopped
    2 large celery ribs, chopped
    2 medium onions, chopped
    2 tsp. cumin seed, crushed
    1 tsp. salt
    1/2 tsp. pepper
    1/4 tsp. garlic powder
    6 c. water
    1 (8 oz.) can tomato sauce
Preparation
    Heat oil over medium-high heat in a heavy Dutch oven.
    Add rice and next 7 ingredients, and cook, stirring often, until rice is browned.
    Stir in water and tomato sauce; bring to a boil. Reduce heat to medium; cover and cook 25 minutes.
