Potato Soup - cooking recipe

Ingredients
    4 large potatoes, cubed
    1 onion, chopped fine
    1 c. celery and leaves, chopped fine
    2 carrots, chopped fine
    1 bell pepper, chopped fine
    1 qt. water
    salt and red pepper to taste
    1 c. half and half cream
    2 Tbsp. real butter
    1 Tbsp. parsley
Preparation
    Boil potatoes in a large pot in the quart of water until slightly tender.
    Add all other ingredients.
    Cook slowly until all seasonings are tender.
    Add parsley just before serving.
