Spanish Rice - cooking recipe

Ingredients
    2 (8 oz.) cans tomato sauce
    1 medium onion, chopped
    1 c. chopped pepper (red or green)
    1 tsp. oregano
    2 tsp. basil
    1 lb. chopped meat
    4 oz. dry red wine
    1/2 tsp. salt
    dash of black pepper
    4 oz. water
    1 c. white or brown rice
Preparation
    Brown chopped meat.
    Add salt, onion and pepper.
    Cook for a few minutes, then add wine for 3 or 4 minutes.
    Then add tomato sauce, water and rest of seasoning.
    Cook for 45 minutes on low to medium heat.
    Boil rice; drain excess water.
    Serve over rice.
