Mulligan Stew - cooking recipe

Ingredients
    2 Tbsp. shortening
    1 1/2 lb. beef stew, cut in cubes
    4 c. water
    3 tsp. salt
    1/4 tsp. chili powder
    2 medium carrots, sliced
    1 c. diced potato
    1 1/2 c. diced turnip
    2 c. chopped cabbage
    1 c. diced celery
    1/2 c. diced green pepper
    1 can tomatoes with juice
    1/2 c. uncooked white rice
Preparation
    Melt shortening in soup kettle or Dutch oven.
    Add the beef and cook slowly until brown.
    Add remaining ingredients and stew until vegetables and rice are cooked.
