Granny Ebert'S Hash - cooking recipe

Ingredients
    3 to 4 lb. chuck roast
    1 tsp. salt
    1/2 tsp. pepper
    2 Tbsp. oil
    4 Tbsp. flour
    1 chopped onion
    1 chopped green pepper
    1 (No. 303) can tomatoes
    2 medium potatoes, diced
    3 Tbsp. vinegar
    2 Tbsp. sugar
    salt and pepper to taste
Preparation
    Cover meat with water, 1 teaspoon of salt and 1/2 teaspoon of pepper.
    Simmer until tender, about 2 hours.
    Remove meat.
    Save broth.
