Chili Con Carne Or Chili(For Weight Watchers) - cooking recipe

Ingredients
    2 1/4 lb. ground beef
    salt and water
    2 c. diced onion
    1 1/2 c. each: diced celery and green pepper
    1 tsp. minced garlic
    3 Tbsp. chili powder
    1 tsp. oregano
    2 bay leaves (remove, don't eat)
    1 can kidney beans (don't drain)
    2 c. chopped canned tomatoes
    5 c. tomato juice
Preparation
    In large saucepan or Dutch oven, cook beef in boiling salted water to cover until it loses its red color.
    Drain; discard liquid.
    Break up any large pieces of beef; set aside.
    In same pot, combine the onion, celery, green pepper and garlic.
    Cook over medium heat for 3 minutes, adding 3 to 4 tablespoons water if necessary to prevent vegetables from sticking.
    Stir in chili powder, 3/4 teaspoon salt, oregano and bay leaves.
    Cook 3 minutes.
    Add beef, beans, tomatoes and juice.
    Simmer, uncovered, stirring often.
    Divide evenly among 12 bowls.
    Serve each portion topped with extra onion, if desired.
