2 Tbsp. margarine
2 Tbsp. flour
1 c. milk
1 tsp. salt
1/2 tsp. pepper
1 can cream of celery soup
1 (4 oz.) can chopped green chilies
1 c. grated Velveeta
crushed corn chips
pepper slices (for garnish)
