Hamburger Stew - cooking recipe

Ingredients
    1 lb lean ground beef
    2 cups tomato juice
    1/2 cup chopped onion
    1 cup potato, diced
    1 cup carrot, diced
    2 teaspoons salt
    2 tablespoons butter
    2 tablespoons flour
    2 cups skim milk (or regular milk)
Preparation
    In large pot, brown ground beef.
    Drain fat.
    Add tomato juice, onions, potatoes, carrots and salt.
    Cover and simmer until vegetables are tender (about 20 minutes).
    In a saucepan, melt butter.
    Stir in flour.
    Add milk slowly, stirring with a whisk.
    Cook, stirring constantly, until sauce thickens.
    Stir white sauce into first mixture.
    Serve.
