Hearty Potato Soup - cooking recipe

Ingredients
    6 medium potatoes, peeled and sliced
    2 carrots, diced
    2 qt. water
    6 Tbsp. margarine
    1 tsp. salt
    1 1/2 c. milk
    6 celery stalks, diced
    1 medium onion, chopped
    6 Tbsp. flour
    1/2 tsp. pepper
Preparation
    In large pan, cook potatoes, carrots and celery in water until tender (about 20 minutes).
    Drain; reserve liquid and set vegetables aside.
