Beef Stew - cooking recipe

Ingredients
    1/4 c. flour
    3 Tbsp. oil
    3 to 4 lb. stew beef
    1/4 tsp. pepper
    1 1/2 c. water
    1 (8 oz.) can tomato sauce
    1/2 c. onion
    1/2 c. green pepper (if desired)
    4 medium potatoes
    4 carrots
    1/2 c. celery
Preparation
    Brown flour in oil, stirring to make paste.
    Add meat, salt, pepper, water and tomato sauce to gravy.
    Mix well.
    Cover and simmer 1 1/2 hours.
    Add vegetables and simmer about 30 minutes or until tender.
