Creole Beef - cooking recipe

Ingredients
    1 lb. ground beef
    3 Tbsp. oil
    1/3 c. diced green pepper
    1/3 c. diced onion
    1/2 c. chopped celery
    2 Tbsp. flour
    1 c. hot water
    1/2 tsp. chili powder
    1 tsp. salt
    28 oz. can tomatoes
    1 tsp. Worcestershire sauce
Preparation
    Brown meat in 2 tablespoons oil.
    Brown onion and celery in 1 tablespoon oil and add flour.
    Add tomatoes and make a sauce.
    Add green pepper, seasonings, meat and water.
    Cook slowly for 10 to 20 minutes.
    Serve over rice.
    (All ingredients can be modified to taste and the recipe definitely improves with age.)
