Chalupas Casserole - cooking recipe

Ingredients
    1 pkg. tortillas, cut in 1-inch strips
    1 can tomato soup or canned tomatoes
    2 to 3 Tbsp. chili powder
    2 Tbsp. flour
    1 lb. ground beef
    1 large onion, chopped
    1 large can evaporated milk
    1 c. grated cheese (American)
Preparation
    Brown meat and onion in a bit of oil; add flour, chili powder and 1 cup of water and let simmer, stirring occasionally, for 30 minutes.
    Grease a 2-quart casserole and put in half of tortilla strips.
    Combine soup or tomatoes and cheese and mix in separate bowl.
    Place half of meat mixture on top of tortillas, then add a layer of cheese mix.
    Repeat layers once, ending with cheese mix on top.
    Bake at 375\u00b0 for 35 to 45 minutes.
