Western Hash - cooking recipe

Ingredients
    1 red or green pepper, chopped
    1/2 c. rice
    1 1/2 lb. ground beef
    32 oz. can tomatoes
    1 small chopped onion
    2 Tbsp. sugar (optional)
Preparation
    Brown ground beef; drain and add all other ingredients. Simmer for
    30
    minutes.\tPut
    in
    casserole
    dish.
    Top with sliced Velveeta
    cheese.
    Put in oven for 15 minutes or until cheese is melted at 350\u00b0.
