Biscuit Topped Tuna Casserole - cooking recipe

Ingredients
    1 medium onion, chopped
    3 Tbsp. melted butter
    3 c. milk
    1/2 tsp. pepper
    1 c. biscuit mix
    1/4 c. cold water
    1 small green pepper, chopped
    1/2 c. all-purpose flour
    salt to taste
    2 (7 oz.) cans tuna, drained and flaked
    1/2 c. shredded Cheddar cheese
Preparation
    Saute onion and green pepper in butter until tender.
    Blend in flour; cook over low heat until bubbly.
    Gradually add milk.
    Cook until smooth and thickened, stirring constantly.
    Stir in salt, pepper and tuna.
    Spoon mixture into a lightly greased 2-quart casserole.
