Potato Soup(Low-Fat) - cooking recipe

Ingredients
    3 medium potatoes, peeled and cut up
    1 c. water
    1 onion, chopped
    2 Tbsp. chopped celery
    1 tsp. instant chicken bouillon granules
    1/4 c. nonfat dry milk powder
    2 Tbsp. all-purpose flour
    1/8 tsp. pepper
    2 c. skim milk
Preparation
    In a 3-quart saucepan combine potatoes, water, onion, celery and chicken bouillon granules.
    Bring to a boil; reduce heat. Cover and cook 20 minutes.
    Mash potatoes slightly.
    Do not drain.
