Spanish Rice - cooking recipe

Ingredients
    1 c. tomatoes
    1 c. tomato paste
    1 c. hot water
    3/4 c. rice
    celery salt
    1 tsp. salt
    pepper
    1/2 bay leaf
    1/2 tsp. chili powder
    1 Tbsp. sugar (heaping)
    1/8 c. salad oil
    1 lb. ground beef
    dash of garlic salt (optional)
    1/2 c. chopped green pepper
    pinch of sage
Preparation
    Combine.
    Put in greased baking dish.
    Bake at 350\u00b0 for 35 minutes.
