Herbed Beef - cooking recipe

Ingredients
    2 lb. flank steak, trimmed
    1/2 tsp. garlic cloves, chopped
    1/2 tsp. pepper
    1/2 tsp. thyme
    2 Tbsp. safflower oil
    3 Tbsp. chopped onion
    1/3 c. chopped carrots (about 2 small carrots)
    2 Tbsp. chopped fresh parsley
