Delightful Cabbage Rolls - cooking recipe

Ingredients
    1 large head cabbage
    2 qt. water
    1 tsp. plus 1/2 tsp. salt
    1 1/2 lb. chuck roast (chili ground)
    3/4 c. medium grain rice
    1/4 tsp. black pepper
    1 tsp. cinnamon
    1 1/2 sticks butter
    3 Tbsp. water
    2 c. water
    2 or 3 cloves garlic
Preparation
    Core cabbage thoroughly (leaving cabbage whole), using circular motion with a knife.
    Set aside.
    Bring 2 quarts of water to a boil.
    Place cabbage in water and blanch, removing leaves as they separate from head.
    Place leaves in a shallow dish to drain and cool.
    Trim heavy ribs from cabbage leaves.
