Aunt Frankie'S Texas Hash - cooking recipe

Ingredients
    1 lb. ground beef
    1 medium onion, chopped
    1 medium green pepper, chopped
    1 clove garlic, crushed
    1 (16 oz.) can tomatoes
    3/4 c. water
    1 tsp. salt
    2 tsp. chili powder
    1/3 c. uncooked rice
    1/2 tsp. cumin
    1/4 tsp. red pepper
Preparation
    Brown ground beef; drain and set aside.
    Saute onion, garlic and green pepper.
    Add beef and all remaining ingredients.
    Bring to a boil.
    Cover and simmer about 15 minutes until rice is cooked.
    Stir occasionally.
