Irish Stew("Welsh Version") - cooking recipe

Ingredients
    1 large onion, chopped
    1 green pepper, chopped
    2 Tbsp. oil
    4 c. water
    2 lb. beef cubes
    1 can tomatoes, chopped
    4 carrots, scraped and sliced
    6 Irish potatoes, peeled and sliced
    1 bay leaf
    3 stalks celery, sliced
    salt
    pepper
Preparation
    Cook onion and green pepper in oil until soft.
    Add water, meat and tomatoes.
    Bring to a boil.
    Cover, reduce heat and simmer 2 hours.
    Add vegetables and simmer 1 more hour.
    Add salt and pepper to taste.
    Remove bay leaf.
    Serve with whole wheat bread, butter and milk to drink.
