Enchilada Casserole - cooking recipe

Ingredients
    all-purpose flour
    oil
    chili powder
    salt and garlic powder
    ground beef, browned
    corn tortillas, cut into 1 1/2-inch strips
    Cheddar cheese
    chopped onion (optional)
Preparation
    Soften tortillas in oil.
    Brown flour in oil; add chili powder and water to make gravy.
    Add salt and garlic powder to taste. Layer in large casserole:
    tortillas, beef, cheese, onion and gravy.
    Repeat.
    Top with corn tortillas and gravy.
    Sprinkle cheese on top.
    Bake until bubbly throughout.
    Can also roll mixture inside tortilla to make enchiladas.
