Cincinnati Chili - cooking recipe

2 lb. ground beef
4 medium or 2 large onions, chopped fine
1 clove garlic, chopped fine
1 1/2 Tbsp. vinegar
1 small can Hunt's tomato sauce
4 Tbsp. chili powder *
2 1/2 tsp. cinnamon
2 dashes Worcestershire sauce
salt and pepper to taste
1 tsp. red pepper
1 qt. water *
4 dry red peppers (1 tsp. crushed red pepper)
6 medium bay leaves
35 whole allspice
Preparation

Cook over low heat for 3 hours.
